    Germany, Ukraine sign defence deal on missiles, drones and data

    Germany and Ukraine have signed a memorandum that will see the two countries cooperate on missile deliveries, drone technology, and the exchange of battlefield data.  

    On 14 April, Ukraine’s Defence Minister, Mykhailo Fedorov, and German Minister Boris Pistorius signed the memorandum during a ceremony attended by President Volodymyr Zelenskyy and German Chancellor Friedrich Merz.

    The memorandum sets out joint projects on sharing analysis of German weapons systems including the self-propelled howitzer PzH 2000, the wheeled self-propelled howitzer RCH 155, and the IRIS-T air defence system. 

    In addition, the two nations agreed on exchange of Ukrainian combat experience and data.  

    Partners will receive access to data from Ukrainian digital systems such as DELTA to assist in technology development and capability enhancement. 

    “Ukraine shares unique battlefield data, granting partners access to it to train and enhance AI models and develop analytical solutions. This is the first project of this scale in the world focused on developing defence-related artificial intelligence solutions,” Fedorov said. 

    In addition to data sharing, the memorandum incorporates agreements on the supply of air defence equipment.  

    In particular, they intend to concentrate on speeding up the development of anti-ballistic missile air defence, including the PAC-2 missile system and IRIS-T air-defence system launchers, to strengthen the protection of Ukrainian airspace. 

    A bilateral “drone deal” is also advancing, with Ukrainian teams working towards the next stages. 

    A joint statement from the two nations said: “We will promote further joint ventures and agree on closer coordination and cooperation in defence and the defence industry sector, inter alia to strengthen German-Ukrainian armament cooperation.  

    “This will not only support Ukraine in its ongoing defence against Russia’s war of aggression, including through further strengthening Ukraine’s air defence, drone, ammunition and long-range capabilities, but will also contribute to further enhancing German and European defence capabilities.”
